Este documento relata a experi{\^e}ncia do Instituto Nacional de
Pesquisas Espaciais (INPE) na gest{\~a}o de sua Mem{\'o}ria
Cient{\'{\i}}fica e na constru{\c{c}}{\~a}o da Biblioteca
Digital da Mem{\'o}ria Cient{\'{\i}}fica do INPE (BDMCI), que
est{\'a} implementada no modelo de um Reposit{\'o}rio
Institucional (RI) de acesso aberto, com o objetivo de preservar a
mem{\'o}ria resultante dos programas de pesquisas recentes, assim
como as informa{\c{c}}{\~o}es antigas que est{\~a}o em risco de
serem perdidas em decorr{\^e}ncia da aposentadoria iminente da
maioria das equipes de trabalho do Instituto. O relat{\'o}rio
aborda desde a concep{\c{c}}{\~a}o do processo at{\'e} as
rotinas atuais de trabalho. As fases da gest{\~a}o s{\~a}o
descritas com a inten{\c{c}}{\~a}o de compartilhar o
conhecimento adquirido. Seu p{\'u}blico alvo s{\~a}o os
profissionais da informa{\c{c}}{\~a}o que atuam, ou que vierem a
atuar, na gest{\~a}o e povoamento do RI do INPE, para os quais se
deseja propiciar uma reflex{\~a}o sobre os mais de cinquenta anos
de preserva{\c{c}}{\~a}o da Mem{\'o}ria Intelectual e dos vinte
anos de pr{\'a}tica na constru{\c{c}}{\~a}o de um RI. Apresenta
ainda: um breve hist{\'o}rico do in{\'{\i}}cio da
preserva{\c{c}}{\~a}o da produ{\c{c}}{\~a}o e
forma{\c{c}}{\~a}o da base de dados no contexto de cada
{\'a}rea cient{\'{\i}}fica, acad{\^e}mica e tecnol{\'o}gica
do Instituto; a log{\'{\i}}stica desenvolvida para os atuais
instrumentos de organiza{\c{c}}{\~a}o/armazenamento dos
documentos, a evolu{\c{c}}{\~a}o dos meios de coleta e os
mecanismos de convencimento junto {\`a} comunidade
cient{\'{\i}}fica para envio/dep{\'o}sito da
produ{\c{c}}{\~a}o; a pol{\'{\i}}tica institucional de
editora{\c{c}}{\~a}o e preserva{\c{c}}{\~a}o da
produ{\c{c}}{\~a}o; a elabora{\c{c}}{\~a}o de indicadores da
produ{\c{c}}{\~a}o cient{\'{\i}}fica que demonstrem a
visibilidade e o valor da produ{\c{c}}{\~a}o cient{\'{\i}}fica
e; as iniciativas associadas ao acesso aberto {\`a}
informa{\c{c}}{\~a}o. Diante da necessidade e dever da
Institui{\c{c}}{\~a}o em manter a mem{\'o}ria de sua
produ{\c{c}}{\~a}o intelectual, como afirma{\c{c}}{\~a}o de
sua identidade, bem como em facilitar o acesso a esta
produ{\c{c}}{\~a}o, {\'e} que foi idealizado o RI do INPE, sob
a responsabilidade da equipe da Mem{\'o}ria Cient{\'{\i}}fica
do Instituto, atualmente vinculada ao Servi{\c{c}}o de
Informa{\c{c}}{\~a}o e Documenta{\c{c}}{\~a}o (SID) e {\`a}
Pol{\'{\i}}tica de Editora{\c{c}}{\~a}o e
Preserva{\c{c}}{\~a}o da Produ{\c{c}}{\~a}o Intelectual do
INPE. A hist{\'o}ria do INPE com a preserva{\c{c}}{\~a}o de sua
Mem{\'o}ria Cient{\'{\i}}fica remonta ao nascimento da CNAE em
1963. O Instituto come{\c{c}}ou a criar nesse momento um sistema
denominado Sistema para Controlar o Processo de
Publica{\c{c}}{\~a}o de Artigos em Peri{\'o}dicos Nacionais e
Internacionais (CONTRAB). O acervo da Mem{\'o}ria teve
in{\'{\i}}cio nessa {\'e}poca e foi se consolidando ao longo
dos anos, gra{\c{c}}as {\`a} conscientiza{\c{c}}{\~a}o da
Dire{\c{c}}{\~a}o do INPE e da equipe de informa{\c{c}}{\~a}o
quanto {\`a} import{\^a}ncia da preserva{\c{c}}{\~a}o e
dissemina{\c{c}}{\~a}o da produ{\c{c}}{\~a}o
cient{\'{\i}}fica do Instituto. ABSTRACT: Changes in the
procedures of production, sharing and use of knowledge in the
scientific environment, and advances in information technology
have boosted the expectations on efficient demand and fast access
to information, consequently turned into challenges for research
institutions in the continuous search for alternatives to ensure
sustainability and open access to scientific information. This
document reports the experience of the National Institute for
Space Research (INPE) in the management of its scientific memory
and in the construction of Digital Library of Scientific Memory of
INPE (BDMCI), which is implemented in the model of an Open Access
Institutional Repository (IR), with the goal of preserving the
memory resulting from recent research programs, as well as the old
information that are at risk of being lost due to the impending
retirement of the majority of the work teams of the Institute.
This work will address from the conception of the process until
the current working routines. Management phases are described with
the intention of sharing the knowledge acquired. Their target
audiences are information workers who work, or who come to work in
the management and settlement of INPE IR, for which it is desired
to provide a reflection on the more than fifty years of
preservation Intellectual memory and twenty years of practice in
the construction of an IR. This report features: a brief history
of the beginning of the intellectual production preservation and
the formation of the database in the context of each scientific,
academic and technological fields of the Institute; the logistics
developed for current organizational and storage documents tools,
the evolution of the collection means and convincing mechanisms in
the scientific community for sending and deposit their production;
the institutional policy for publishing and production
preservation; the elaboration of scientific literature indicators
demonstrating the visibility and the value of the scientific
production; and the initiatives associated with open access to
information. Due to institutional necessity and obligation to keep
the memory of their intellectual production, as affirmation of
their identity, and to facilitate access to this literature, is
that was conceived the INPE IR, under the responsibility of the
INPEs Scientific Memory Team, currently bound to the Information
and Documentation Service (SID) and the policy for publishing and
preserve the intellectual output of the INPE. The story of the
INPE with the preservation of their Scientific Memory dates back
to the birth of the CNAE in 1963. The Institute began creating at
this time a system named System to Control the Process of
Publishing Articles in National and International Journals
(CONTRAB). The memory collection began at that time and was
consolidated over the years, thanks to the awareness of INPE
Director and the team of information as to the importance of
preserving and disseminating the scientific production of the
Institute.",
